The Reality of Shifting Responsibilities from EPA to State Environmental Agencies

As the Trump Administration tries to shift EPA’s responsibilities to states, it turns out that most states cut the funding and workforce for their environmental agencies over the last decade, some by 30% or more.  The Environmental Integrity Project released a new report, “The Thin Green Line: Cuts to State Pollution Control Agencies Threaten Public Health,” that has drawn extensive news coverage (nearly 300 articles, editorials, and NPR interviews so far), and you are invited to a webinar that will discuss what we found.  EPA's workforce is at its lowest level in more than 30 years, and neither EPA nor states have the funding they need to meet their responsibilities under the Clean Air Act, Clean Water Act, and other laws that protect the public’s health and our environment from dangerous pollution.

In many cases, the cuts were not the result of state budget crunches but deliberate policy choices. Many states slashed spending on their environmental agencies while their overall state budgets grew significantly.

Cutting EPA’s budget under the pretext that we can dump federal responsibilities on states with shrinking environmental budgets is a shell game.  How will states and EPA meet their responsibilities under the Clean Air Act, Clean Water Act, and other similar laws?
